In Europe, social housing varies greatly across countries in terms of legal structure, rent policies, funding sources, and target demographics. Despite its diversity, social housing remains a critical societal issue in the 21st century, facing challenges such as concentrated poverty and deteriorating infrastructure. Economic trends, including inflation and higher construction and energy costs, further complicate the financing of social housing projects. It is crucial to identify successful models and common obstacles across member states to support policymakers in implementing effective measures for accessible and quality housing for all.
This paper discusses challenges faced by ethical financial institutions in supporting the social housing sector, drawing from insights gathered in a November 2023 workshop hosted by FEBEA.
